Dangers of Ladder Construction Site Hazards

Workers are endangered when ladders are not positioned correctly before each use. While in use, the ladder can slip or move. Workers can also fall when getting on and off the ladder. • Ladders must be extended 3 feet above landing.
• Ladders must be secured and have grab devices when 3 feet extension above landing is not possible.
• Ladders should not exceed the manufacturer's weight restrictions.
• A competent person must inspect ladders for defects prior to use. Any defective ladders must be repaired or taken out of service.
• Ladders must comply with 29 CFR 1926.1053(a)(1)

Out of 4,070 worker fatalities in private industry in calendar year 2010, one-fifth (751 or 18.5%) were in construction. The leading causes of worker deaths on construction sites were: falls, electrocution, struck by object, and caught–in/between. These "Fatal Four" were responsible for nearly three out of five (57%) construction worker deaths in 2010, BLS reports. Eliminating the Fatal Four would save 431 workers' lives in America every year.

• Falls – 260 out of 751 total deaths in construction in CY 2010 (35%)
• Electrocutions – 76 (10%)
• Struck by Object – 63 (8%)
• Caught-in/between – 32 (4%)

A Scaffold Injury can be Devastating to an Injured Worker and his Family

Falls make up the majority of construction site hazards. Scaffold accidents are the most common reason that a construction worker falls from height. About 2/3 of construction projects use scaffolds. Scaffold hazards result in about 5,000 injuries and 50 deaths per year.

3/4 of scaffold injuries are related to planking or support giving away or a worker slipping or being struck. OSHA regulations require contractors to install toeboards, screens or guardrails to prevent falls from height. (29 CFR 1926.451(h)(1)). If workers are exposed to falls of 6 feet or more they must have fall protection. Scaffolding must be tied off to a permanent structure to prevent it from falling off.

Protection Against Construction Fatalities from Scaffold Accidents
1. Contractors must install guardrails on all open sides and ends of the scaffold (29 CFR 1926.451(a)(4)).
2. Contractors must provide proper training to inform workers of potential construction site hazards while working on scaffolds (29 CFR 1926.21(b)(2)).
3. Contractors must provide a positive procedure to ensure that materials do not fall on a worker (29 CFR 1926.5(a)(1)).
4. Contractors must have a safety plan to prevent accidents. The safety plan must include frequent and regular inspections of job sites, materials and equipment by a competent person (29 CFR 1926.20(b)(1)).

Falls from Roof at a Construction Site

Falls from Height are a Major Reason for Construction Fatalities and other Major Construction Site Injuries

The number one reason of construction fatalities and the number two reason for major injuries such as brain injury, paralysis injury, paraplegic injury, quadriplegic injury and spinal cord damage at a construction site are falls from height.

Falls from Roof are Construction Site Hazards that Lead to Construction Fatalities

According to OSHA, a low-slope roofs, an employer must protect his workers at a construction site from falls if there is an unprotected edge or side and the worker may fall 6 feet or more. The employer must protect against falls from roofs by guardrail systems, safety net systems, personal fall arrest systems or a combination of different systems. (See 29 Code of Federal Regulations, Subpart M, Fall Protection, 1926.500, 1926.501, 1926.502 and 1926.503).

In regards to steep roofs, OSHA requires protection when there is an unprotected side or edge and the worker may fall 6 feet or more. This protection must consist of a guardrail system with toe boards, safety net systems or personal fall arrest systems. (See 29 Code of Federal Regulations, Subpart M, Fall Protection, 1926.500, 1926.501, 1926.502 and 1926.503).

Falls from Roof are Preventable if the Proper Precautions are Taken

Falls from height, which include falls from a roof, are the single greatest cause of construction fatalities and a major cause of injuries such as brain injury, paralysis injury, paraplegic injury, quadriplegic injury and spinal cord damage. With the proper precautions, these constructions site hazards can be eliminated or reduced.

An Indiana Roofer Falls from Height and Dies

Facts of Construction Accident Indiana

A roofer was installing a tile roof on a two story building. He was applying grout near the edge without fall protection equipment. He fell off and landed on the sidewalk. He received a fatal traumatic brain injury from the blunt force injuries to his head. Prior to his fall, he had been diagnosed with emphysema and pneumonia.

Indiana State FACE Investigators' Recommendations to Prevent Similar Construction Fatalities

1. Employers should ensure workers with medical conditions or physical limitations are not placed in work situations disallowed by medical conditions.
   
2. Employers should develop and implement formal safety programs to help workers recognize, understand, and control fall hazards and other work hazards.
   
3. Employers should ensure that appropriate fall protection equipment is available and used correctly when working at an elevation.
   
4. Employers should encourage workers to actively participate in work place safety.
